UGC-DEB vs UGC-Entitled: What Indian Online Degree Accreditation Actually Means
The terminology around online degree accreditation confuses most people — here is a plain-language explanation of what each term means and why it matters for your career.
What UGC-DEB approved means
UGC-DEB (University Grants Commission — Distance Education Bureau) is the regulatory body that approves universities to offer distance and online degree programs in India. A university with UGC-DEB approval is authorised to issue degrees through online or distance mode. Without UGC-DEB approval, an online degree is not legitimate — it will not be recognised for Indian government jobs, further studies, or professional licensing.
What UGC-entitled means
'UGC-entitled' is the key phrase — it means the online degree is legally equivalent to a campus degree for all purposes including government employment and further studies. This is the standard established under the UGC (Minimum Standards of Instruction for the Grant of the Master's Degree through Formal Education) Regulations, 2010 and subsequent amendments. When a program is UGC-entitled, the certificate does not say 'online' or 'distance' — it is issued in the same format as a campus degree.
NAAC accreditation: the quality layer on top
NAAC (National Assessment and Accreditation Council) grades universities on quality of education — A+ being the highest, down through A, B++, B+, B, C, and D. A NAAC A+ grade from an institution offering a UGC-DEB approved online degree is the gold standard: the degree is legally valid (UGC-entitled) and from an institution independently verified as high quality (NAAC A+). All ed·nations degree programs are UGC-DEB approved and NAAC-accredited.
